Small change in the warning system: reminders effect warn level

We have decided to make reminders alter the warn level by 5%. I have to update the warning decay software yet (which will happen some time tomorrow - there shouldn't be any warnings decaying tonight), but once that is done, I'm going to update the current warn levels accordingly.

 

Most people will see their warn level jump by 10-15%, but a few people will see it jump over 30%.
