Ozymandias, for sure! Also Larrea from La Curie perfumes; it has creosote, so perhaps not exactly what you're looking for.

The Phoenix in Summer: The Phoenix soars through a summer thunderstorm: Nepalese amber, galangal, red musk, saffron, ozone, and the scent of hot rain striking pavement. Otherwise I have yet to find any BPAL resembling more of a Western/Southwestern city in this season. But La Curie perfume makes a few good ones.

I'm probably the only person who finds Placophobia comforting in this way! But it truly helps. I also like blends with the "dry/dead leaves" note. Sonnet d'Automne in particular lately.

I used to layer Jolly Roger with Black Pearl during beach vacations! The latter does have a floral note, but I found it was pretty well covered up by the coconut/musk. So perhaps your friend wouldn't mind it? Port Royal may be up their alley, also. It's spicier than the above, but still obviously nautical.

Île de la Tortue is one of my absolute favorites. It is relatively easy to find a bottle every now and then, but it would be nice to know if there was/is a similar blend! The notes: "Damp air trapped in limestone caverns, heady greenery, hothouse orchids, nicotiana blossoms, bois de chandel, elemi, palm wine, garambullo, pega-pega, flame of the forest, and a swirl of Haitian vetiver." -

I don't think I've seen any inquiries or suggestions for Elizabeth Arden's 5th Avenue. From Fragrantica: "The top notes are lilac, linden blossom, dewy magnolia, mandarin and bergamot. The heart notes are Bulgarian pink violet, ylang-ylang, jasmine, Indian tuberose, peach, carnation and nutmeg. The base is composed of amber, Tibetan musk, sandalwood, iris and vanilla." -
